The name Kèr Tshitùj is derived from the Tauric language, as Kèr Tshitùj was founded by Thurnus Qíhgā, who was culturaly Tauric.
Climate
Kèr Tshitùj has a yearly average temperature of 29°C (84°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a warm 26°C (78°F). Kèr Tshitùj receives an average of 294 cm/y (115 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Tshitùj covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2176 m (7139 ft) above sea level.
Overview
Kèr Tshitùj was founded durring the late 12th century in fall of the year 1088, by Thurnus Qíhgā. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Thurnus Qíhgā.
Kèr Tshitùj was built using the conventions of Tauric durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Kèr Tshitùj is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Kèr Tshitùj is buildings are arranged within a network of spacious flagstone streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Kèr Tshitùj's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Kèr Tshitùj's boondoggle-of-a-fortified wall are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
A look around Kèr Tshitùj shows Kèr Tshitùj is little more than a wretched hive of scum and villainy. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is.
Civic Infrastructure
Kèr Tshitùj possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Kèr Tshitùj has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Tshitùj.
Kèr Tshitùj has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Tshitùj has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Tshitùj has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Tshitùj's public wards, blessings, and other arcane systems.
Kèr Tshitùj possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Tshitùj's grid is powered by hydrogalvanic generators.
Kèr Tshitùj's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Kèr Tshitùj has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Tshitùj has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
One or more crime bosses have a powerful influence within Kèr Tshitùj. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.
Kèr Tshitùj's garrison was built using a different architectural style from the rest of the town. The style used is based upon new and innovative technologies of construction and the idea that form should follow function. It was an embrace of minimalism and a rejection of ornament. The style became characterized by an emphasis on volume, asymmetrical compositions, and minimal ornamentation..
Due to the actions of local Kami, summer is long in Kèr Tshitùj.
The Mud Elemental, Large near Kèr Tshitùj are known to be more aggressive than normal.
Kèr Tshitùj's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves sacrificing an animal to channel Augury energies of tier 1 via proclamations.
Economy

Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Kèr Tshitùj suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.
